Melaka and George Town were both jointly listed as World Heritage Sites by the United Nations Education, Scientific and Cultural Organization (UNESCO) on 7 July 2008 at the World Heritage Committee meeting in Quebec City, Canada. Both cities are listed as “ Melaka and George Town : Historic Cities Of The Straits Of Malacca ” under the cultural heritage category.
The George Town Historical City – Heritage Management Plan states that the establishment of the George Town World Heritage office (GTWHO) has the objective of monitoring the implementation and handling of the site management which includes matters relating to

| branding, promotions, tourism, public transport, security, research, impact studies, site usage, public awareness and advisory on heritage issues.
Consequent to this acknowledgement, the State Government has stated its commitment to establish a GTWHO. GTWHO was officiated by The Right Honorable Mr. Lim Guan Eng, Chief Minister of Penang, on 30 April 2009 and is headed by a General Manager.
GTWHO is registered as a company on 21 April 2010 as George Town World Heritage Incorporated (GTWHI) to enable it to function independently while giving it the necessary locus standi within government. The GTWHI will manage non-statutory matters for the site.
Role and Function of GTWHI GTWHI is responsible for the management, monitoring and enforcement of works related to heritage in cooperation with the Federal government, State government, Local government and non-governmental organizations. It also ensures that the management and implementation of the World Heritage Site adheres to the Heritage Conservation Management Plan.
GTWHI functions are :
- To manage and enforce the World Heritage Site in accordance with the conditions agreed on with UNESCO.
- To encourage research and conduct skills training with the objective to educate on and maintain heritage issues.
- To ensure participation of the local community in the heritage tourism sector.
- To monitor, prepare and submit operational and activity reports to the Federal and State authorities.
- To regularly work with the National Heritage Department which is deemed the State Party in matters pertaining to the management of the World Heritage Site.
- To establish networking with other World Heritage Sites in the world.
